I think what King is inartfully alluding to is reports such as this:
http://www.npr.org/templates/story/story.php?storyId=89702118
that show that the Army has been lowering standards in order to fill its ranks due to the gross mismanagement and abuse of our Armed Forces by the Bush administration.
And no, "liberals" have not been trying to portray members of the military as less than intelligent for years. The remarks by John Kerry you are referring to were a screwed up joke in which he was trying to denigrate the intelligence of the Bush aministration, not the troops in Iraq. And the remarks were not made during the 2004 election, but long afterwards.
If there is any group out there that thinks our military is dumb it must be the Republicans who have been consistently slashing veterans benefits, skimping on armor for our troops and trying to wage a war on the cheap. The Republicans who viciously slander decorated war heros like Kerry and Max Cleland while falling in lockstep behind chickenhawk Dick Cheney and AWOL National Guardsman George Bush.
Ask yourself why so many Iraq veterans are coming home and running for office as Democrats. It's because we don't treat our military like a tool to advance wild-eyed neo-con fantasies to the detriment of our military preparedness and national security.
